Anytime we leave it to the government, a massive chunk of the resources (aka money) is wasted in paperwork and red tape. If we want to make a difference, we need to TRULY act "in my name" by making the change ourselves. Research the various NPOs to learn which are most effective and least wasteful and make a contribution to them. There is no way to completely eliminate poverty, but the least people can do is atleast help cushion what people have to live through. The worst is whats going in Africa, check out Invisible Children group, if you want to see the bottom of the barrel.
